NTSB documents offer insight but no cause for Silver Spring building explosion that killed 7

Federal investigators said they found a disconnected vent pipe in the basement room where natural gas built up before a lethal explosion last year at a Silver Spring apartment complex . They have not determined when the pipe was disconnected, why or who did it, but the disconnect would have bypassed a safety feature meant to vent gas from the basement room of the building to the exterior, investigators with the Bureau of Alcohol, Tobacco, Firearms and Explosives wrote in a preliminary report on the Aug. 10, 2016, explosion that killed seven people, injured more than 30 and left more than 100 homeless. “The person who disconnected the vent pipe, as well as his/her intentions in doing so, are as of yet to be determined,” investigators wrote in a preliminary report that was made public Tuesday . ATF investigators, who are working with the National Transportation Safety Board in its investigation of the incident, said that the cause of the explosion and fire that followed are undete...

Controversial 'Rent Concessions' Go to Court in D.C.

Darrow Montgomery When  Matthew Pfaff was looking for a rent- controlled apartment in D.C. last year, he thought he could find one within his budget and in a convenient location—without much ado. But more than a year and a half later, Pfaff is reflecting on how much of a headache that process became. After applying for a one-bedroom unit at the historic South Cathedral Mansions apartment building in Woodley Park, property management staff repeatedly delayed his move-in date and made conflicting statements about what his rent would be, according to a lawsuit Pfaff ’s attorney Aaron Arce Stark filed in D.C. Superior Court this summer. The Silver Spring resident is suing for damages he allegedly suffered because he had to go month-to-month on his existing lease at a higher rate, hired movers, and sold some furniture. “I didn’t want to move every year to stay in an affordable unit,” says Pfaff, who remains in the same apartment he was living in when he applied. “I’m not entirely sure...

New Yorkers Are Fleeing To Los Angeles In Droves, Study Shows

NEW YORK, NY — It's one of the oldest rivalries in American migration: New York vs. Los Angeles. For the better part of a century, residents of the nation's two largest metro areas have been defending their chosen kingdom and dismissing the other on an endless loop of judginess between kitty-corner coasts. Ew, the traffic! But the sunshine! But the subway! But the garbage! But the skyline! But the coastline! But the bustle! But the chill! In this tireless war of words, a clear winner has yet to emerge. But it's harder to argue against the numbers. Thousands of working professionals have relocated to Los Angeles County from New York City in the past year and a half, according to a series of monthly "workforce reports" released this spring and summer by the job- networking site LinkedIn (and spotted by LA Weekly). And it's not exactly a two-way street. Since early 2016, according to LinkedIn, around seven or eight out of every 10, 000 site users in LA report...
