by Nena Perry-Brown As DC continues to reckon with its dearth of affordable housing, some laws that passed years ago but were never implemented, are resurfacing. One of those is the Rent Control Amendment Act of 2006. The law amended the original rent control law passed in 1985 to put in place the following provisions: Eliminating rent ceilings and rent ceiling adjustments that haven’t been approved in accordance with petitions; Creating parameters for how much and how often landlords can raise the rent on vacant and occupied apartments; and Requiring that the Mayor issue reports on establishing an income-based set aside program. While rent ceilings have been abolished and the latter provision has arguably been realized through the creation of inclusionary zoning, landlords have long been able to take advantage of the vacant-unit loophole over the years in order to increase profits and remove units from rent control restrictions . story continues below loading... story continues...

Martha's Vineyard Hospital announced last week that they are taking steps to close the independent living facility at Windemere. — MV Times file photo Windemere Nursing and Rehabilitation Center (WNRC) has suspended admissions to its independent living facility as it moves to close the 13-bed unit, where three people now live. In a conversation with The Times on Tuesday, Joe Woodin, president and chief executive officer of Martha’s Vineyard Hospital (MVH), was vague about the closure of the independent living facility , owned by the hospital and on the MVH campus in Oak Bluffs. Though Mr. Woodin didn’t say conclusively that the unit will close, he said MVH is exploring the option of closing. “We’re going through the process of strongly analyzing this and looking at the options for closing the unit,” Mr. Woodin said, referring to the independent facility known as Wildflower Court. I've lived in 3 different apartment complexes the last few years, and she has been the most attentive, kind and helpful. The downsides of this place are the washers and dryers. They eat my money often, but I call Carla to let her know and she gives me my quarters back the next day! The carpet in the hall is also pretty old and not too attractive, but they say they are going to replace it once the dogs (existing dogs were grandfathered in, they no longer accept dogs ) are no longer on the property. Who knows. The apartment, itself, has been pretty great. Nice carpet, huge rooms, good sized bathrooms , and nice walk in closet in the master. The appliances are kinda old, but they work just fine. The neighbors get kinda loud at times and I admit, I get pretty annoyed at that. There's not much anyone can do though. Some of the noise comes from the other apartment...
