Poverty is moving out of the city center

Image
The number of high-poverty neighborhoods in Colorado Springs rose from six to 22 between 2000 and 2015, a study conducted by the U.S. Census and published by the Joint Center for Housing Studies of Harvard University has found. In the Springs, low-income neighborhoods used to occupy high- density urban areas , but, following a recent national trend , the study found that the city’s poor have increasingly dispersed into the city’s outer edges: fragmented neighborhoods with potentially limited access to public transportation or support programs. The study did not specify what outlying neighborhoods the growth has occurred in, but defined “high poverty” areas as those where 20 percent or more of the population lives below the federal poverty line . CLOSE Since January journalists David Plazas and George Walker IV have examined how pro-growth policies have prepared Nashville for prosperity, but it has been paired with growing inequality in their "Costs of Growth and Change in Nashville" series. Wochit The buyers of Riverchase Apartments say they don't plan to leave the federal Low Income Housing Tax Credit Program, a move that would've allowed them to charge market rates for the apartments. Gap Slims Between Low- and High-Income Homeownership Rate

Individuals with low incomes have historically struggled to become homeowners, cut off from the opportunity to not only build wealth through equity, but also establish an appreciating, long-term asset. New research now shows the homeownership rate in the lowest income tier is catching up to that of high-earners, edging closer since the onset of the recovery. According to a study by Trulia, the homeownership rate of high-income households is 2.3 times the rate of low-income households: 77 percent versus 34.9 percent. The disparity, however, has thinned since 2012, when the homeownership rate of high-income households was 2.4 times higher than that of low-income households. The trend largely follows past housing cycles , with the gap narrowing during upswings and widening during downturns. The study demonstrates the margin is more pronounced in major metropolitan areas , where the homeownership rate of high-income households is 79.3 percent, compared to the homeownership rate of low-inc...

Denver’s Mariposa District leads charge in changing the face of public housing

Image
Seven years ago, a turn down Osage Street from West Colfax Avenue would take you to an area with pretty much the same people it has now: mostly Hispanic, mostly women, and mostly low-income. While the faces haven’t changed, the face of public housing has. Colorful new apartments now stand in the mixed- income neighborhood , surrounded by parks, and a new pool that replaced the Denver Housing Authority ’s severely depressed and obsolete South Lincoln Homes . Though the contemporary architecture might evoke fears of a “problem” population being driven out by a more affluent group of residents, the $ 197 million Mariposa District wasn ’t a ploy by DHA to build more luxury apartments in central Denver . Instead, it was a plan to give the residents who already lived there an upgrade – and more options by tripling the number of units available. RJ Sangosti, The Denver Post Doris Watson recently moved into a two bedroom apartment that is part of the $197 million redevelopment of the South L...

The Olympics Are Always A Disaster For Poor People

Image
RIO DE JANEIRO ― Seven years ago, Vila Autódromo was little more than a tranquil fishing village on the edge of Jacarepagua Lagoon, next to the racetrack for which it was named. Like the hundreds of other favelas that dot Rio de Janeiro ’s landscape, it had long been neglected by the city government , and it lacked many basic public services that are standard in the fast- growing wealthier neighborhoods just across the water. But to the more than 600 families that lived there, it was home. “This was a paradise,” said Luiz Cláudio Silva, who lived in Autódromo for more than 20 years. “I thought that I would live here for the rest of my life.” By the time the Rio Olympics are over, just 20 of the families who lived in Autódromo in 2009, the year the International Olympic Committee chose the city to host the games, will remain. The community, which sits less than a mile away from Rio’s Olympic Park, was crushed so that the city could build new access roads to connect Olympic venues . ...

Taller buildings weighed for Seattle’s Uptown neighborhood

The Seattle City Council is considering an upzone of Uptown, with action expected as early as next month. The legislationproposed by Mayor Ed Murray would allow developers to build higher in the neighborhood that wraps around Seattle Center and that is also known as Lower Queen Anne . And it would activate a program requiring developers to help create affordable housing . Across most of Uptown, maximum heights would increase slightly, by one or two stories. Most Read Stories Unlimited Digital Access. $1 for 4 weeks. In the heart of the neighborhood, for example — around Queen Anne Avenue North and Mercer Street — the jump would be from 40 to 65 feet. In a triangle of land near South Lake Union , between Denny Way, Broad Street and Aurora Avenue North , maximum heights would increase more, from 85 to 160 feet. Change is coming to the neighborhood with or without the upzone: The city and Seattle Public Schools plan to build a new high school and stadium at Seattle Center; Sound Tran...

SLO’s Madonna Plaza faces questions as American retail changes

Image
If you work in retail — or know someone who does — here’s a scary statistic: Between 20 percent and 25 percent of U.S. malls will close in the next five years, according to predictions from financial analysts. It’s not just jobs that are at stake; sales tax revenue used to pave roads, hire police and light up City Hall is in jeopardy, too. Topping the most vulnerable list: Generic indoor malls of the 1970s and ’80s that have fallen victim to changing consumer tastes and online shopping (thanks, Amazon). But standalone stores aren ’t immune from the downturn, as we’ve seen on the Central Coast. Consider, for example, the Madonna Plaza/SLO Promenade shopping area off Highway 101. The behemoth that once was Gottschalks and later, Forever 21, is vacant (though some of the space will be occupied by a Sprouts market). Other large spaces, including Sears , HomeTown Buffet and Staples, are vacant as well. Not that all the news is glum; major chains like Best Buy, Petco and Kohl’s continue t...
