Federal investigators said they found a disconnected vent pipe in the basement room where natural gas built up before a lethal explosion last year at a Silver Spring apartment complex . They have not determined when the pipe was disconnected, why or who did it, but the disconnect would have bypassed a safety feature meant to vent gas from the basement room of the building to the exterior, investigators with the Bureau of Alcohol, Tobacco, Firearms and Explosives wrote in a preliminary report on the Aug. 10, 2016, explosion that killed seven people, injured more than 30 and left more than 100 homeless. “The person who disconnected the vent pipe, as well as his/her intentions in doing so, are as of yet to be determined,” investigators wrote in a preliminary report that was made public Tuesday . TULSA, Oklahoma - Police say they found a 5-year-old boy dead inside an apartment after a man involved in a 17- hour standoff surrendered on Friday morning. Officers said the standoff with the unidentified man began at about 5:30 p.m. on Thursday at the Riverchase Apartments in the 7900 block of South Riverside Drive .  Bryon Creech, 36, surrendered to police at about 10:30 a.m. on Friday. Police entered the apartment and found the boy's body inside. Police said the boy was his son. WASHINGTON (ABC7) — The National Transportation Safety Board (NTSB) has released a painstakingly detailed progress report chocked -full of new facts pertaining to last summer's Silver Spring apartment explosion . The report, which does not identify a cause or assign blame, contains 108 documents, including transcribed witness interviews , vivid investigatory photographs and fire department call logs . One witness parked his car along Arliss Street on the night of August 10, 2016. He recollected seeing a sudden "white flash" and feeling a "shock wave" overcome his body. The sheer force of the blast shattered some of the man's car windows and even dented one of his car doors. “There was a flash, there was shock wave," the man, who suffered a minor cut near his right ear, told investigators. “I must tell you that the explosion came from the apartment on the first floor. ST. LOUIS • New details are emerging from police about the neighbor dispute that brought police Tuesday to the home of Kenny “Kiwi” Herring, who was then killed in a confrontation with officers. In court documents filed in St. Louis Circuit Court , police say Herring had accused a downstairs neighbor that morning of starting a fire on a back deck. Herring then stabbed that neighbor after Herring’s partner provided the kitchen knife, police say. Herring was fatally shot by police after Herring, in a scuffle with officers, cut an officer on the arm. Herring’s partner, Kristy Lynn Thompson , is jailed on assault charges for handing the knife to Herring. And the neighbor who was stabbed was hospitalized with stab wounds. The victim suffered a collapsed lung in the attack, police say. BARCELONA, Spain — The Latest on the Spain attacks (all times local): 5:15 a.m. Australian Prime Minister Malcolm Turnbull has asked people to pray for a young Australian boy who is missing after a vehicle attack on a popular Barcelona promenade that killed 13 people. Turnbull said Saturday that the boy's mother was badly injured and is in a hospital following Friday's attack at the Las Ramblas promenade . Turnbull says the boy's family is searching for him. He did not release the boy's name. Turnbull says: "All of us as parents know the anguish his father is going through, and his whole family is going through, as they rush to seek to find him in Barcelona."
