Officers found an unresponsive woman, Ebony Frederick, suffering from an apparent overdose. According to police, the apartment was found to be unfit for human habitation. The floor was covered in bodily fluids, feces and vomit, police say. Soiled diapers were found lying in the open, on a bed and inside dresser drawers . ST. LOUIS • New details are emerging from police about the neighbor dispute that brought police Tuesday to the home of Kenny “Kiwi” Herring, who was then killed in a confrontation with officers. In court documents filed in St. Louis Circuit Court , police say Herring had accused a downstairs neighbor that morning of starting a fire on a back deck. Herring then stabbed that neighbor after Herring’s partner provided the kitchen knife, police say. Herring was fatally shot by police after Herring, in a scuffle with officers, cut an officer on the arm. Herring’s partner, Kristy Lynn Thompson , is jailed on assault charges for handing the knife to Herring. And the neighbor who was stabbed was hospitalized with stab wounds. The victim suffered a collapsed lung in the attack, police say. A Lancaster woman is facing charges after police say she overdosed, and children had to be removed from her apartment that was in deplorable condition. Ebony Frederick, 33, of Lancaster, faces charges two counts of endangering the welfare of children. Police said officers were dispatched to the 100 block of East King Street at 9:36 p.m. on Aug. 7 to assist EMS with a sick person. Officers later learned that the medical issue turned out to be an overdose. Frederick was found unresponsive in the apartment, and two children ages 3 and 10 were found in a bathtub. The apartment was unfit for human habitation, as the floor was covered in bodily fluids, feces, and vomit, according to police. Officers also found soiled diapers in a bed and in a dresser. Police are still hunting the driver of the van that killed 13 at Barcelona's Las Ramblas. A 14th victim died in a second attack at Cambrils. Randy Coffland knew the depths of depression well. He'd tried therapy. He'd taken an increasing amount of antidepressants. But by January 2017, Coffland began shutting out family and making threats no one took seriously until it was too late. When all the mental health treatments failed , he erased his twin daughters ' names from his life insurance policy . On March 10, he murdered them in his St. Charles apartment, shot his wife and killed himself. Now his widow, Anjum Coffland , is fighting to undo that change to Randy's life insurance policy .
